Milwaukee Police Department Public Information Office August 2024 update
While not an all-inclusive reflection of all of the items MPD PIO shared for the month, here is a sampling of the MPD initiatives, engagement efforts, and community safety information that was shared with the public on our social media platforms for the month of January.
MPD's priorities to communicate to our public are as follows:

Video Release of MPD Officer Involved Shooting
On Friday, October 4, 2024, at approximately 8:33 a.m., Milwaukee Police Department officers were dispatched to a shooting on the 4100 block of N. 68th Street.
Upon arrival, officers observed three victims fleeing the residence by jumping off the second-story porch. One of these victims had multiple gunshot wounds and was armed with a firearm.
Officers moved the victims to safety. At this time, a suspect exited the residence onto the second-story porch and was observed by officers armed with a firearm.
Officers gave commands to the suspect to drop the gun and the suspect did not comply. An officer discharged his firearm at the suspect. The suspect then retreated into the residence.
A tactical setup was established and negotiators attempted a peaceful resolution. After no response from the suspect, the Tactical Enforcement Unit entered the residence and located the 33-year-old male suspect, deceased from a gunshot wound. At the time the cause of the suspect’s injury was unknown; however, on Monday, October 7, 2024, the Medical Examiner’s preliminary autopsy report determined our officer’s gunfire fatally struck the suspect. The suspect’s firearm was recovered next to him.
The shooting victim that fled the residence, a 33-year-old, was transported to a local hospital for treatment of life-threatening injuries. No one else was struck from gunfire.
The officer that discharged his duty weapon during this incident is a 28-year-old male with over 3 years of service. He was placed on administrative duty as is routine in officer involved shooting investigations. This incident, as with all critical incidents, will be subject to an administrative review in accordance with department policy to ensure adherence to department training, policies, procedures, and law enforcement best practices.
The Milwaukee Area Investigative Team will be investigating this incident. The Brookfield Police Department is the leading agency.
The Milwaukee Police Department’s Video Release Policy Standard Operating Procedure (SOP) 575, establishes criteria for when video evidence that captures officer-involved incidents that result in death or great bodily harm will be released to the public. This policy is intended to balance important interests, including the public’s interest in transparency and police accountability, the necessity of preserving the integrity of criminal and administrative investigations, and the privacy interests of individuals depicted in such videos (including victims, witnesses, bystanders, and the individuals against whom force is used). This policy creates a presumption of release. It is our goal to release video in officer involved incidents according to SOP 575 within 15 days of the incident.

Suspect Criminally Charged in Connection to Shots Fired at Officers Incident
MILWAUKEE, WI – On October 21, 2024, the Milwaukee County District Attorney’s Office issued criminal charges against Hyrom L. Stokes in connection to firing shots at Milwaukee Police officers.
The incident occurred on Wednesday, October 16, 2024, at approximately 11:18 p.m., on the 2100 block of W. North Avenue.
Stokes was charged with one count of Second Degree Recklessly Endangering Safety- Use of a Dangerous Weapon. If convicted, he could face up to 15 years in prison and fined up to $25,000.
There are numerous antitheft systems and devices designed to make vehicles more difficult to steal or easier to trace and recover. Here are how some of them work:
🚗Audible and Visible Devices: These devices, such as a horn alarm, deter theft by bringing attention to an unauthorized attempt to steal or enter a vehicle. Visible devices create a visual threat/warning/deterrence, such as the use of steering-wheel locks, as well as theft-deterrent decals, flashing lights, and window etching.
🛻Immobilizing-Type Devices: These prevent thieves from bypassing a vehicle’s ignition system and hot-wiring the vehicle. Some incorporate computer chips in ignition keys or disable the flow of electricity or fuel to the engine.
🚙Vehicle Recovery Systems: These devices use electronic transmission technology that help law enforcement reveal the location of stolen vehicles—and possibly catch the thief in the act.
